SHOVING OFF: Campaign consultant Eileen Padberg of Irvine, who is sitting out the current election, will instead leave Friday to watch the balloting in Guatemala. She is part of a crew of poll watchers sent by the Washington-based Center for Democracy. . . . “I hear so much criticism about negative campaigning, I wanted to see what a negative campaign really is,” quipped Padberg, who managed primary campaigns for Sheriff Brad Gates, Dist. Atty. Mike Capizzi and State Sen. John Seymour for lieutenant governor. . . . The election in Guatemala will be held Nov. 13.
