A suggested initiative for the next ballot:
The governor and all members of the state Legislature are to establish and sign the annual budget one month before the date due. Failing in this responsibility they will receive no salary for that month. Upon further dereliction in budget responsibilities, salary will be revoked, not reinstated, and not resumed until one month after the task is completed.
