Mortgage Rates Down: Fixed-rate mortgages averaged 10.08% this week, down from 10.22% last week, according to a national survey released Friday by the Federal Home Loan Mortgage Corp. It was the lowest average since Aug. 17, when rates reached 10.05%. One-year adjustable-rate mortgages averaged an initial rate of 8.25%, down from 8.28% last week.
