Monrovia : $23.5-Million Budget

A $23.5-million budget for fiscal year 1990-91 was approved Tuesday by the City Council.
Though the new spending plan represents an increase of $2.2 million over the 1989-90 budget, funding cuts were necessary in a variety of city programs, said City Manager Jim Starbird.
“It was a painful process . . . but it was necessary because of a slowdown in the economy and reduction in sales tax revenues,” to the city, Starbird said.
The new budget includes funding for an additional firefighter and a new jailer.
