Massachusetts Gets Interstate Banking Law: Gov. Michael S. Dukakis signed into law a bill that will open the state’s borders to banks from other regions while trying to combat racial bias in lending. Interstate banking has been billed as a potential boon to the slumping state economy as out-of-state banks could bring new capital to Massachusetts. But analysts and industry representatives said they don’t expect immediate changes.
