Britain’s Queen Elizabeth II, who has expressed deep concern over Canada’s struggle for unity, is expected to address the crisis today during a speech in Ottawa marking that country’s 123rd birthday. The British monarch, nearing the end of a five-day visit, will deliver a speech on Parliament Hill. She also faces a possible protest over a side visit to the French-speaking province of Quebec. Her trip began almost immediately after the collapse of a constitutional amendment aimed at preventing Quebec’s secession.
