Israel Tries to Clear Way for VOA Station Despite Bird Worries

JERUSALEM — Cabinet ministers hope to reverse a decision delaying construction of a Voice of America radio relay station for a two-year study of bird migration, communications officials said Thursday.
The National Planning Board voted Tuesday to commission the study of bird migration patterns before making a final decision on the $300-million project. The relay station, designed to transmit VOA broadcasts to Eastern Europe and Africa, would be located in the Arava desert area on the southeastern tip of Israel.
The United States and Israel signed an agreement in 1987 to build the transmitter.
