LETTERS IN VIEW : ‘Periodical Problem’ Brings Readers’ Postal Complaints

Late delivery of periodicals often is not, as David Mazer of the Postal Service in Los Angeles contends, the fault of cross-country handling delays. Why else do my friends in other Los Angeles ZIP codes receive their periodicals several days to a week earlier than I receive the same issue?
The reason the Postal Service receives few complaints is that customers have given up after many years of worsening service.
