King Birendra, in his first reference to the bloody crackdown on pro-democracy protesters, expressed grief at the loss of life. In a broadcast from Katmandu, the king made no reference to a meeting with the principal opposition leader, during which he reportedly agreed to the formation of a new opposition-led government.
