SPLIT DECISION: Rep. Dana Rohrabacher, a leader in the fight to cut off federal arts aid, is ambivalent toward last weekend’s indictment of a Cincinnati art museum and its director for an exhibit of photographs by Robert Mapplethorpe. Rohrabacher says he neither endorses nor condemns the action, which is “clearly an act of censorship. There are First Amendment considerations.”
