Following is a list of the top 20 penalties issued by the South Coast Air Quality Management District against Orange County-based firms through civil actions or mutual settlement agreements during the year 1989. Company: Ford Aerospace Ford Road, Newport Beach and 17462 Von Karman Ave., Irvine Penalty: $250,000 Violation: December settlement. Operating paint spray booths and coating equipment contrary to permit conditions in December, 1988; exceeding limits of hydrocarbon emissions, and failing to keep emission records on numerous dates in 1987 and 1988 (defense contractor). Company: Hamilton Fixtures West 542 W. Lambert Road, Brea Penalty: $60,000 Violation: December settlement. Exceeding limits of paint spray operations on 98 days between April and August, 1988 (wood fixtures manufacturer). Company: Ascon Properties Inc. 21641 Magnolia St., Huntington Beach Penalty: $25,000 Violation: May settlement. Violation notice served for failing to control odors from an open landfill pit in September, 1987 (owner of hazardous waste disposal site). Company: Blair Paving Inc. 4226 E. La Palma Ave., Anaheim Penalty: $25,000 Violation: January settlement. Operating a concrete batch plant without a permit and allowing visible emissions of concrete dust at the U.S. Marine Corps Air Station in El Toro in June, 1988 (paving contractor). Failing to maintain vapor recovery systems on its gasoline equipment at its Banning and Seal Beach facilities (service station franchise). Company: Orange County Sanitation District 10844 Ellis Ave., Fountain Valley Penalty: $5,000 Violation: June settlement. Burning sulfur compounds in excess of district limits in a sewage treatment cleaning bed on numerous dates between September, 1983 and February, 1986 (sewage treatment agency). Company: Midwest Coatings Inc. 570 W. Freedom Ave., Orange Penalty: $5,000 Violation: December settlement. Selling containers of paint thinner without printing information on hydrocarbon content on the labels in December, 1988 (coatings manufacturer). Company: Mission Custom Shutters 1401 E. Allowing paint fumes from a paint spray booth to enter neighboring property on several occasions dating back to August, 1987 (window shutter manufacturer).
