Let’s hope that New York is the last city to issue begging permits for the homeless (March 5).
However well-meaning, such permits can only institutionalize homelessness and help establish it as an acceptable lifestyle. The tragic result: More of the homeless will remain on the streets rather than seeking the help they need to change their lives.
Rather than needing spare change, the vast majority of the homeless requires intensive rehabilitation programs and should be referred to agencies that can help them get off the streets permanently.
