WORLD IN BRIEF : CAMBODIA : Premier Outlines His Plan for Peace

Premier Hun Sen outlined his plan for peace in Cambodia. He proposed having two Cambodian administrations, one operating for each side in the areas they control, while the United Nations arranges a cease-fire and elections. He said it embraces an Australian plan calling for a U.N.-administered trusteeship while elections are organized. Diplomats said Hun Sen’s plan makes two important concessions--on a U.N. role and Khmer Rouge participation in an interim administration.
