R. Bruce Harshey has been named president and chief operating officer of Cal Star Financial Services Inc. He succeeds Dean M. Brewer, who will continue as chairman and chief executive of the Costa Mesa-based mortgage-banking and loan-servicing company. Harshey has been with Cal Star for four years, serving the last several months as executive vice president and chief operating officer. Previously, he was regional vice president of Meritor Mortgage Corp. West in Orange.
