Gary E. Griggs, a former project manager for the Long Beach-Los Angeles Rail Transit System, has been named senior vice president-business development for De Leuw, Cather & Co., a transportation planning and engineering firm in Washington. He had been vice president and manager of business development for the Far West region. De Leuw Cather is a subsidiary of Parsons Corp.
