The Canadian inquiry sparked by Ben Johnson’s positive test for a steroid at the Seoul Games ended in Toronto after eight months with criticism from its chief counsel for the “global disgrace” perpetuated by international athletic federations.

“There is a moral crisis in sport--not only in Canada but on a worldwide scale,” attorney Robert Armstrong said. “It involves an attitude of mind; it involves an erosion of the ethical values of society as a whole.”

Commissioner Charles Dubin, associate chief justice of Ontario, is expected to issue a report next February.
