Floor Action: Kenneth Hahn Park: Passed and sent to the Senate on a 42-27 vote a bill (AB 1794) by Assemblywoman Gwen Moore (D-Los Angeles) to appropriate an unspecified amount of state park bond funds for development work at the Kenneth Hahn State Recreation Area, named for the veteran Los Angeles County Supervisor. Ozone Layer: Passed and sent to the Senate on a 41-24 vote a bill (AB 1718) by Assemblyman Tom Hayden (D-Santa Monica) to phase out the use of chlorofluorocarbons, known as CFCs, that critics charge could deplete the earth’s ozone layer and cause a gradual warming trend that could threaten plant life and animals. Committee Action: Campaign Commercials: The Elections Committee approved a bill (SB 545) by Sen. Dan Boatwright (D-Concord) to require television political campaign commercials to conclude with a prominently placed, easy-to-read screen notice, plus a voice-over, identifying the commercial sponsor. A 7-0 vote sent the bill to the Assembly floor. Senate Floor Action: Senior Citizens: Passed and sent to the Assembly on a 28-3 vote a bill (SB 84) by Sen. Herschel Rosenthal (D-Los Angeles) to appropriate $8.5 million to establish emergency response adult protective services programs for elderly and dependent adult abuse victims. Water Appointment: Voted 25 to 6 to confirm the gubernatorial appointment of W. Don Maughan as chairman of the state Water Resources Control Board. Committee Action: Confirmation: The Rules Committee recommended confirmation of the appointment of Maurice J. Hannigan as commissioner of the California Highway Patrol and the reappointment of former Republican Assemblyman Bruce Nestande of Orange County to the state Transportation Commission. Both matters were sent to the floor on 3-0 votes.
