Vietnam’s Foreign Minister Nguyen Co Thach predicted that U.S.-Vietnamese relations will be normalized by 1990, after Vietnam has ended its military occupation of Cambodia. “The United States has repeatedly stated that relations with Vietnam would be normalized after complete withdrawal of Vietnamese troops from Cambodia,” Thach said in an interview in Hanoi with the Associated Press. Vietnam has pledged to withdraw its remaining 60,000 to 70,000 troops by Sept. 30. U.S. relations are crucial to Vietnam’s hopes of drawing foreign aid and investment to develop its economy, one of the world’s poorest.
