AT&T; Unions Reject Offer: Union negotiators, amid intense talks in Washington over a new three-year contract with American Telephone & Telegraph Co., rejected a company package that included a reduction in health benefits. Meanwhile, members of the International Brotherhood of Electrical Workers employed by AT&T; operations voted overwhelmingly to authorize a strike if necessary. But talks are still on schedule, the Communications Workers of America said. The current contract expires Saturday night. AT&T; said it was optimistic that an agreement with both unions can be reached without a work stoppage.
