Growing Pains for Parents, Kids

In response to “Growing Up Different” and especially to the quote by USC law professor Michael Shapiro: “Everyone has procreational autonomy. We don’t require licenses for people to reproduce.”

A question: Why not?

We require a license for marriage. Doesn’t reproduction have a much greater effect on every aspect of society?
