The Nation : New York City to Expand AIDS Services

Mayor Edward I. Koch said New York City will extend AIDS services to infected people who have not yet developed symptoms, with an additional $43 million to be spent on housing, nutrition and case management. The expanded program also will provide the first shelters for homeless people with AIDS-related diseases, Koch told a news conference. New York already spends $440 million annually on AIDS-related problems, and Koch said that by covering carriers of the virus who are not yet ill, the city is moving well beyond the federal standard of eligibility for AIDS benefits. The U.S. standard limits relief to people with fully developed AIDS.
