Treasury Note Rate Lowest in Months: Yields on three-year Treasury notes fell at auction to the lowest level since last November. The average yield was 9.12%, down from 9.18% at the last auction on Feb. 7. It was the lowest rate since three-year notes averaged 8.59% on Nov. 8. The notes will carry a coupon interest rate of 9%, with each $10,000 in face value selling for $9,969.10. A total of $9.79 billion in notes were sold out of bids totaling $29.71 billion.
