Bush Will Unveil Policy on Kremlin

WASHINGTON — President Bush’s long-awaited review of U.S. policy toward the Soviet Union is now complete, and he will lay out his approach to America’s superpower rival in a major speech in Texas this week, the White House said Monday.
Bush, who has been criticized for responding too slowly to Soviet leader Mikhail S. Gorbachev’s diplomatic overtures, is to speak Friday at Texas A&M; University graduation ceremonies and will focus on East-West relations, his spokesman said.
