U.S. Atty. Gen. Dick Thornburgh handed over $29 million seized from Colombian cocaine dealers to state and local police and prosecutors in New York but warned that the war on drugs cannot be won by law enforcement alone. “Unless and until we begin to attack and address the drug habits and appetites of the American people and emphasize the importance of a drug-free life style against the despair and hopeless ruin of a drug-depraved life style, we’re never going to win this war,” Thornburgh told reporters at the federal courthouse in Brooklyn.
