‘Pooper Scooper’ Law Passed

People who walk their dogs in Hermosa Beach will soon be required to carry “in full view” a bag or other suitable container that can be used to pick up and dispose of dog feces, according to a new ordinance.
The animal nuisance measure, adopted without opposition this week by the City Council, becomes effective May 11.
Blind people using guide dogs are exempt, and the new law does not apply when a dog relieves itself on its owner’s property or on the property of the person “who has charge or control” of the animal.
