The consulting firm doing an independent evaluation of the Rancho Seco nuclear plant has accepted $663,620 in business from plant officials while reviewing their work. Sacramento Municipal Utility District Director Ed Smeloff questioned whether Cygna Energy Services’ evaluation of the nuclear plant would be impartial. Cygna, a Walnut Creek-based nuclear consulting firm, has done business at Rancho Seco for several years. It received the contract for the independent assessment last November. Cygna President Richard Stuart said there is no conflict because the firm has separated the people doing the evaluation from those doing other work.
