Uganda Hangs Former Police Commander

KAMPALA, Uganda — Uganda has hanged its first prisoners since Idi Amin’s regime a decade ago, prison officials said Friday.
They said the former commander of the Uganda police under Amin, Kassim Obura, was hanged Wednesday for the murder of a Kampala businessman during the 1970s.
Two other men were also hanged Wednesday, but officials would not identify their crimes nor say how many people are now in prison awaiting execution.
