Bill Introductions: Renters: AB 1560 by Assemblyman Rusty Areias (D-Los Banos) would require landlords to pay interest to tenants on rental security deposits.
Ride Sharing: AB 1514 by Assemblyman Nolan Frizzelle (R-Huntington Beach) would provide state income tax deductions for car-pool expenses.
Gambling: AB 1610 by Assemblyman Richard E. Floyd (D-Carson) would require the Department of Finance and the legislative analyst to jointly analyze the fiscal impact of legalized sports wagering in California.
Homeless: AB 1623 by Assemblyman Burt Margolin (D-Los Angeles) would appropriate $5 million for a health-care program to provide services to homeless people.
Drunk Driving: AB 1648 by Assemblyman Tim Leslie (R-Carmichael) would reduce from 0.10% to 0.08% the blood alcohol content point at which a driver of a motor vehicle is presumed to be under the influence of alcohol.
Campaign Contributions: AB 1539 by Assemblyman Ted Lempert (D-San Mateo) would prohibit state legislative candidates from soliciting or accepting campaign contributions during non-election years.
Toxic Clean-Up: AB 1598 by Assemblyman Steve Peace (D-La Mesa) would authorize a $150-million bond issue for waste water and toxic clean-up work along the Mexican border if voters approve.
Senate Bill Introductions: Recycling: SB 1221 by Sen. Gary Hart (D-Santa Barbara) would increase the current 1-cent redemption value for empty beverage containers returned to recycling centers to 2 1/2 cents for aluminum cans, 5 cents for glass bottles, and 10 cents for large plastic containers.
Transportation: SB 1263 by Sen. Alan Robbins (D-Tarzana) would require the Los Angeles County Transportation Commission to have a financial audit of its light rail construction project and submit the audit to the Legislature by Aug. 31, 1990.
Infants: SB 1070 by Sen. Daniel E. Boatwright (D-Concord) would establish a Sudden Infant Death Syndrome advisory task force to develop training, educational and research programs regarding SIDS, which claims the lives of about 800 California babies each year.
Swastikas: SB 1081 by Sen. Quentin L. Kopp (I-San Francisco) would prohibit the display of Nazi swastikas or the desecration of religious symbols on public property.
Community Service: SB 1090 by Sen. Nicholas C. Petris (D-Oakland) would require high school students to complete a minimum of 30 hours of volunteer work in a community service program to graduate from high school.
Graffiti: SB 1109 by Sen. Quentin L. Kopp (I-San Francisco) would require minors to forfeit their driver’s license for one year if convicted of graffiti-related vandalism.
Campaigns: SB 1155 by Sen. Marian Bergeson (R-Newport Beach) would require political advertisements shown on television to include the name of the sponsoring committee.
