MOSCOW — Spanish Foreign Minister Francisco Fernandez Ordonez arrived in Moscow on an official visit Thursday, the Soviet news agency Tass reported. He was welcomed at the airport by Soviet Foreign Minister Eduard A. Shevardnadze and other officials.
