Controversy Over Tower

If President Bush and the Republicans on the Senate Armed Services Committee believe the FBI report clearly exonerates Tower, why are they not eager to make public those findings? To clear up any suspicion that the Democratic members of the committee were unfair to Tower, a release of the full report is important.
