A second round of multilateral peace talks on Cambodia ended without agreement as negotiators failed to bridge major differences among the warring factions. “We haven’t reached agreement on many points,†said Indonesian Foreign Minister Ali Alatas, who organized the three-day session. “On many points, further discussions will have to be done.†The Jakarta talks were aimed at ending Vietnam’s 10-year military occupation of Cambodia. A statement cited differences among the four warring Cambodian factions, notably in establishing an interim government.
