A New Jersey homeless advocacy group is the first beneficiary of a 1987 federal law that requires the government to turn over unused federal land for use by the homeless, government and private officials said. Robert Nasdor, transitional housing project director for the Interfaith Partners With the Homeless, said the Department of Health and Human Services approved the group’s application to lease four vacant acres at the Raritan Arsenal in Edison, N.J. Ellen Casselberry, a spokeswoman for HHS, told the Newark Star-Ledger the request from the New Brunswick group is the first application approved under the 1987 McKinney Homeless Act.
