Andrew L. Youngquist has been named president of Birtcher Construction in Laguna Niguel. He succeeds Donald B. Talcott, who remains president of Birtcher, the parent company. Youngquist previously was vice president and chief operating officer of Birtcher Construction. He joined Birtcher in 1975 as a senior project manager. Before that, he was with the Orange County general contracting firms of Saffell & McAdam and Capitol Systems.
