Angola, Cuba and South Africa will formally sign a regional peace settlement Jan. 15 after more than six months of talks, the official Angolan news agency Angop said. The three countries and U.S. mediators will initial a protocol in Brazzaville, Congo, this week on a pact leading to the phased withdrawal of 50,000 Cuban troops from Angola and independence for Namibia, which South Africa rules in defiance of U.N. resolutions, Angop said. The report, reflecting the views of the Marxist government, reiterated that Angola will not negotiate with the rebels of UNITA, the National Union for the Total Independence of Angola.
