The State : Two Officers Face Charges

Two San Diego police officers were charged with felony assault for allegedly beating and kicking a handcuffed drug suspect in a Southeast San Diego cemetery after a high-speed chase. Officers David A. Nellis and Mark L. Keyser were removed from field service and placed on administrative duty after Keith Anthony Beals, a 19-year-old construction worker, filed a complaint about the purported Sept. 18 incident. Beals said the officers handcuffed his hands behind his back, ordered him to lie on his stomach, then hit him and kicked him in the head and ribs. He denied resisting arrest. The two officers will be arraigned in San Diego Superior Court on Dec. 7. In the meantime, their supervisors will determine whether they should face departmental punishment.
