Paying election-year homage to the nation’s 27 million veterans, the House gave easy approval to a bill that would transform the Veterans Administration into the government’s 14th Cabinet department. The lawmakers approved the measure on a voice vote and sent it to the Senate, where passage was considered likely. President Reagan supports the bill, which would go into effect next March.
