Somalia, Soviets Sign First Pact Since Split

MOGADISHU, Somalia — The official Somali news agency said Thursday that Somalia and the Soviet Union have signed a one-year agreement covering cooperation in education, science, information, sports and the arts. The accord signed Wednesday was Somalia’s first agreement with the Soviet Union since it tore up a treaty of friendship in 1977.
