The Nuclear Regulatory Commission ruled that before receiving a low-power license, Seabrook, N.H., plant owners must prove they can pay to decommission their reactor if they never secure a full-power commercial license. In a unanimous vote without debate, the commissioners ordered Seabrook owners to submit a plan within 30 days that provides “reasonable assurance that adequate funds will be available so that safe decommissioning will be reasonably assured in the event that low-power operation has occurred and a full-power license is not granted.” Seabrook officials quickly expressed optimism that they would be able to file a plan to pay for decommissioning that will satisfy the commissioners.
