Sandra Kolbo has been named vice president-loan services for Universal Savings Bank, Orange. She will be responsible for all loan service administration, collection, negotiated sales and data entry services. Kolbo joined Universal in 1986 as a loan service manager. She was appointed assistant secretary of the S & L in September, 1987.
