The Environmental Protection Agency, moving to prevent ground water contamination, imposed new controls on 2 million underground petroleum or chemical storage tanks, half of which are at gas stations. The new rules, which environmentalists criticized as too lax, require tank operators to monitor for leaks, install devices to prevent spills or overfills and conduct cleanups if contamination is found. Also, authorities must be notified of a leak within 24 hours.
