Norwalk : Parking Authority Given Land-Buying Powers

The Norwalk City Council is establishing a municipal Parking Authority that will have the power to create parking facilities in commercial areas.
The authority, approved this week, will be able to lease, buy and sell property and--with voter approval--issue bonds to raise funds for new parking facilities.
The authority will also have the power of eminent domain, allowing it to condemn property for parking uses.
City Manager Richard R. Powers recommended the authority as a way of easing the parking problems of retailers, particularly in older commercial districts with a shortage of off-street parking. Similar authorities exist in many other Southern California cities.
The five-member City Council will act as the authority’s board of directors and the city manager will act as its executive director.
