The younger brother of Najibullah, Afghanistan’s Soviet-backed leader, has been accepted as a refugee in the United States, a Reagan Administration official disclosed. Saddiqullah Rahi, 35, and his wife and two children reached the United States on Wednesday from West Germany and have received sanctuary, the official said. Saddiqullah broke with his brother last year, escaping from Kabul, the Afghan capital, and spending many months with the rebels who have been fighting Najibullah and his Soviet supporters with U.S.-supplied arms.
