The World : U.S.-Manila Talks Delayed

Negotiations over the future of two large U.S. military bases in the Philippines appear to have stalled, with the two sides announcing a suspension in the talks until next month. American and Philippine negotiators are apparently still far apart on a number of key issues--including the question of how much the United States should pay for the use of Clark Air Base and the Subic Bay Naval Base for the next three years. A U.S. Embassy spokeswoman said the talks were delayed because Ambassador Nicholas Platt, who heads the U.S. team, is departing Friday for Washington. He is to return Sept. 10, but the chief Philippine negotiator, Raul Manglapus, is due to depart for the opening of the U.N. General Assembly on Sept. 15. Manila reportedly is asking for upward of $1 billion a year through 1991 for use of the two facilities.
