A Riverside businessman charged with defrauding the state Medi-Cal program of more than $300,000 was arrested as he attempted to clear customs at Los Angeles International Airport. Bernard Penaflorida, operator of La Sierra Medical Clinic, was taken into custody Friday night. Penaflorida and his wife, Dr. Rosalinda Penaflorida, are charged with 12 felony counts of submission of false Medi-Cal claims and one count each of grand theft and conspiracy to cheat and defraud. Rosalinda is believed to be in the Philippines.
