Willie Brown on Proposition 68

In 1983, Brown wrote an Op-Ed column in The Times that cited campaign spending figures from Common Cause, and expressed support for campaign spending limits and some public financing.
In 1988, Brown writes a column that criticizes Common Cause and expresses his opposition to Proposition 68--an initiative that would do exactly what he suggested in 1983.
What has changed? This time, campaign reform has a chance of passing.
