The Costa Mesa City Council on Monday will again consider placing a referendum on the ballot that could overturn an amendment to the city’s general plan allowing the controversial C.J. Segerstrom & Sons Home Ranch project to proceed. Home Ranch is to be an office complex on a site north of the San Diego Freeway between Harbor Boulevard and Fairview Road.
At its meeting April 4, the council postponed making a decision until the legal staff could review the matter further. By state law, the city must call a special election, place the measure on the next general-election ballot or overturn the amendment approval. Costa Mesa Residents for Responsible Growth opposed the amendment and later qualified the referendum for a citywide vote.
