Soviet Subs

In an article that you published on a UCLA workshop dealing with security problems in Northern Europe (“The Troubling Case of Soviet Subs in Sweden,” by Ernest Conine, Op-Ed Page, March 14), I am said to have hinted that the U.S. should pressure the Soviets to stop the submarine incursions in Swedish territorial waters. The writer must have misunderstood me. Sweden pursues a policy of independence and neutrality. She cannot conceivably ask for assistance of this kind.

Let me add that the allegation that Sweden is quite happy to have the intruders remain uncaught is simply not true. To catch a submarine is a very difficult task, but there is definitely no lack of will and the military capacity is being strengthened. One day the intruder, if he persists, will pay a very heavy price.
