The Costa Mesa City Council on Monday will have before it the Segerstrom Home Ranch referendum petition, qualified for a vote by the Costa Mesa Residents for Responsible Growth. The council could call for a special election, place the measure on the November ballot, overturn its earlier approval of the 94-acre project along the San Diego Freeway or postpone action.
