Ball Appointed as Navy Secretary Passed by Senate

WASHINGTON — The Senate gave voice vote approval Wednesday to the nomination of William L. Ball III to be Navy secretary, replacing James H. Webb Jr. Ball, a former Administration lobbyist on Capitol Hill, was appointed by President Reagan after Webb resigned in a budget dispute with Defense Secretary Frank C. Carlucci.
