Construction will begin by the end of the year on 777 Tower, the second of three office towers at Citicorp Plaza, on South Figueroa Street between 7th and 8th streets in downtown Los Angeles.

The tower, expected to rise between 43 and 51 stories, is being designed by Cesar Pelli & Associates. The New Haven, Conn.-based architectural firm designed the Pacific Design Center in West Hollywood.

The second phase will be developed through a partnership known as South Figueroa Plaza Associates. The partnership is comprised of Prudential Insurance Co. and MECA Associates.

The first phase of the project, completed in 1985, has the 900,000-square-foot Citicorp office tower and Seventh Market Place, a 350,00-square-foot retail complex.

The second phase will be completed in 1990. A construction date for a third office tower in Phase 3 has not been set.
